I know this sentece means "hello my dear" what I want to know is if this is a formal greeting or not. I mean do you start a standard letter with theese words, or only a love letter?? Thank you for answering:)

Hi, well as you know, it means just that - "Hello my dear". Obviously, even in the English language you would normally use that for a loved one. This is not the same as "Dear Sir/Madam" or "Dear Mr hassani". I would personally only use this for a partner, or a very close friend or family member - though for the latter 2, you would just use their name. Hope that helps.
