It doesn't have a particular meaning pretty. Mahmood is a boy name, mahmoodzade means some body who is born from Mahmood and then khoei is a city in Iran, so Khoeie means that a person is from Khoeie. It is an adjective. But all in all as a family name you shouldn't try to traslate it. Take care.
