I would agree more with the first comment because the feeling is that of a lover whose heart is willing to go somewhere but the feet are not assisting.

I accept the translation, however I doubt about the comment you have about this sentence. Anyway I would rather translate it as: "I am happy inside my heart, but I am buring all over my feet."

It says: "I have cheer in my heart and a burning fire on my feet." It somehow reminds me of a poem by Hafez (famous Persian poet) which says: Dar biyaban gar be shoghe kabe khahi zad ghadam, sarzanesha gar konad khar-e moghilan gham makhor.
